why does Custer City's Facility Plan & Permit state that the Creek will be degraded?

couldn't it be discharged anywhere - including above and into Stockade Lake.

Where is French Creek?
French Creek is a clean, historic, scenic creek in the Black Hills of South Dakota that travels east through Custer, South Dakota, south of Highway 16 East along Lower French Creek Road, into Custer State Park, and through the Custer State Park Natural Area. In all, the Creek traverses approximately 60 miles to the point where it flows into the Cheyenne River near Badlands National Park. It is the only remaining cold-water trout stream in the southern Black Hills.
