why does Custer City's Facility Plan & Permit state that the Creek will be degraded?

couldn't it be discharged anywhere - including above and into Stockade Lake.

…a historic, cold-water trout stream and treasure of South Dakota’s Custer State Park in the beautiful Black Hills of South Dakota, is in DANGER
The City of Custer, South Dakota, is planning to move its sewage wastewater discharge location from its current location to French Creek, beginning below Stockade Lake (off Highway 16A east), where the wastewater discharge will become part of French Creek waters from that point through Custer State Park.

The City of Custer Wastewater Permit from the State of South Dakota will allow up to 750,000 gallons of wastewater to be released per day. During drier seasons and periods, much of the Creek’s waters, as much as 90%, will be sewage wastewater. This action would adversely affect the flora and fauna of the creek.

In 2023, Preserve French Creek, Inc., a 501(c)(3) nonprofit corporation, was formed
